We use the Xilinx ISE 14.6 development environment on the laboratory practices, which has a free version called WebPack. The installer can be downloaded from here or from the Xilinx homepage (Full installer for Windows - 5,89 GB) after registration. The WebPack license can be downloaded from here. After unpacking, open the Xilinx License Manager and enter the license file path into the XILINXD_LICENSE_FILE box (for example D:\Xilinx\Xilinx.lic). Unfortunately, the Xilinx ISE wont work on the 64-bit Windows 8 and 8.1 operating systems.
